All packaging products shall be recyclable in line with staged recycling benchmarks: minimum 70% recycled content qualifies for Grade C by 2030, while a minimum of 80% recycled content is required to reach Grade B by 2038.
For food-contact packaging, strict PFAS limits apply: single PFAS substance below 25 ppb, aggregate restricted PFAS below 250 ppb and overall PFAS content under 50 ppm.
The total content of lead, cadmium, mercury and hexavalent chromium is capped at 100 mg/kg.
All packaging is required to complete EPR registration in its target sales nation. Enterprises outside the EU are obligated to assign an authorized representative based in the EU for relevant formalities.
The regulation applies equally to non-EU manufacturers. All imported packaging from third countries must satisfy the above compliance criteria prior to August 2026.
